Flex 2 seems like a stretch for offline support, though it is possible.  The 
reason being that while they are offline, they won't be able to download the 
flex application either.  If the flex app runs local from their computer you 
are going to run into security/sandbox issues.  However, AIR should be released 
in the 1st quarter of this year and is made specifically for the purpose of 
taking your Flex knowledge and allowing you to build an occasionally connected 
application that runs native to your computer.
