There is a special marker interface that a component must implement in
order to receive focus from tabbing. Since those components don't
extend that interface, they don't get into the tab order, I believe.

The interface is mx.managers.IFocusManagerComponent. If you make a
custom component that extends that interface, then setting
focusEnabled and tabEnabled will have the desired effect. Of course,
you won't be able to change the standard Flex components in this
manner.
