There is a special marker interface that a component must implement in order to receive focus from tabbing. Since those components don't extend that interface, they don't get into the tab order, I believe.
The interface is mx.managers.IFocusManagerComponent. If you make a custom component that extends that interface, then setting focusEnabled and tabEnabled will have the desired effect.
