It actually depends, either install the Debugger version of flash, or your antivirus/firewall might be blocking the port. Download the unistaller from the Adobe website for flash, then reinstall the full one with the Debugger. If that doesnt work then disable your antivirus/firewall and try again. Also if your using windows Vista make sure that you right click and do run as admin.
