Sorry...just saw these responses. 

Being a hardware issue makes sense since it localized to a single user
on a single PC.

I think it may have something to do with the fact that the guy is a
Flight Controller and has some "comm" loop apps running. (where they
can listen to the voice loops of a Shuttle mission). That seems to be
the only thing unique. The flex app does not make a sound at all on
all other of the hundreds of users. I was just curious how a flex app
might generate the noise...CPU issues/shielding makes sense.

I'll ask him to call the NASA help desk to check out his PCs hardware.
