If you don't like what you see right now, you'll have to provide a skin, or subclass ButtonSkin or swap it out for your own code.
The Button's disabled state is derived from the up state by tweaking some colors and the fillAlphas. You can always set a different styleName based on the enabled state. You can also file an enhancement request, but basically this is they way it is for now until we do more CSS selector implementations in some future version of Flex.
