I think I figured out the problem with the not finding the XML files.

Use
C:\ColdFusion8  
OR
\\testserver\ColdFusion8

For the ColdFusion root folder.  If you use a path to another server it will 
say "Cannot access the web server.  The server may not be running, or the web 
root folder or root URL may be invalid".  Just ignore this and hit the Next 
button.  I did not notice the Next button was available too press even though 
it reported the warning.  This is what threw me off.

Set the Web Root to the location where you want the output folder to go.
C:\inetput\wwwroot

Set the Root URL to
http://localhost/
