Try this combination: Flash CS3 (Widget Engine) + Granite Data Service (a Remoting Data Service framework). U will need a Java/Hibernate back-end.

Beyond skins, there is a lot you can do with Flex, including loading in .swf files created from anywhere( runtime or embedded ). So you can use both together where the occasion calls for it.
