I think more of what you're looking for is an operating system level control of switching apps and such.
You can display an AIR app at fullscreen and not even have a close button the thing so it would work from that standpoint. But then you have the whole operating system functionality that needs to be disabled. You should google for KIOSK software and you'll find lots of specialized web-browsers and software that limits what the OS can d...for a variety of platforms. I've seen these tools used before for plain Flash applications running in a locked-down web browser, but I don't remember the details...
