Have a look at esri (http://www.esri.com). I think they have some cool api to let you display GIS data in your Flex apps. Also, have a look at mapquest (http://www.mapquest.com) Another solution is to use yahoo or google maps. I don't know how that works, so you better wait for someone to reply to that.
