Given all the circumstances you describe, it does sound a bit suspect. Wouldn't you be able to check your "sent history" to see if you contacted them previously (or not)?
However, I do not think it is unusual for a company to require a tech / programming test. We do something similar. We'll provide the prospective contractor with access to a SVN respository where they can download some code + a list of necessary changes. They have a week to make the changes and get back to us. I ask them to provide an "hourly" break down for the task. This tests their ability to interpret specs I write, and to evaluate their time vs our estimates. The task we provide usually take 2-4 hours (our estimate) and I give them a week to implement it. This is the "Second step" in the interview process after an initial phone interview. We never ask this in a "form letter". And every potential candidate gets the same specs / SVN Repository. There is a "Do Flex work for us" bot posting comments on a bunch of blogs. It has an invalid gmail address as the poster. I wonder if this is the same company? I blocked this IP address from posting on The Flex Show and my personal blog.
