In that case, Flex 1.5, if you recall, was built on an on-demand, server-side process, web-tier compiler architecture. Apps were not pre-compiled into swfs, ie, no "SDK".
So any editor is fine, but, of course, you have to have the Flex server to run the app. Obviously this is the case if this is a legacy app. Flex Builder 1.5 was built on Dreamweaver.
