The release notes: http://www.adobe.com/support/documentation/en/flashplayer/9/releasenotes.html#fixes_90115 Note that Adobe does not document all API changes (for reasons beyond me). e.g. the UPDATE_DATA_COMPLETE event is not mentioned in the additions to Flash Player 9.0.28.
