Mark, If you can require that your clients to have Acrobat reader 8 you can generate XDP directly in Flex - http://flexblog.faratasystems.com/?p=237 - unlike snaphot mentioned technologies it would produce searchable PDF and would not be limited to capture resolution issues. However, you would need a library/framework that provides XDP representation for all elements - that is what we do in our reporting toolkit.
