The Web Service I found returns a few key pieces of data but I'm not sure how to convert this in AS. Here's what it's returning:
UtcOffsetTicks CurrentTimeTicks IsDaylightSaving I believe the first two are returning the time and/or date in nanoseconds but I'm not 100%, while the 3rd is true/false.
