I concur with Alex that "The entire Flash platform is not really ready to support right to left text."  Largely because underlying the "Flash platform" is the "Flash Player" and FP9 does not support RTL.

Regarding Paul's question "any idea *when* we might see RTL fully supported in flash?" following was a post that Flash Player Product Manager Emmy Wang posted in a Breeze chat window back in June during Adobe Developer Week:
David: Will the player support Right to Left languages suchas Arabic?
Emmy Huang: this is a frequent request, but v9 will not support rtl text. this is a feature that is under seriuos consideration for the next release

That is all I have seen.  So let's assume that RTL is on the wish list for Flash Player 10.  Whether or not it makes the cut always depends on how much can be done in the limited time available in a development cycle.  Likely once Flash Player supports RTL, Flex will too.
