The whole SWF is loaded at once - the states make it easier to add and
remove components from the display list; all of the components are
already in the SWF.

Sounds like what you want is to have a main Flex application that
loads "sub" applications on demand - where each of your "pages" would
be its own SWF. Check out the SWFLoader component and read up on this
techique on Roger Gonzalez's blog: http://blogs.adobe.com/rgonzalez/
