It does the same thing with everything that is displayed through the 
PopUpManager.
Whenever you create a modal popup window, the "overlay" (that blocks access to 
underlying content) and the popped up window have 
their own contextMenu.

You can easily detect when a modal window/popup window is added to the 
Application by listening to the SystemManager's "added" event 
and act accordingly.

Unfortunaltly the Flash player's "settings" window runs in a seperate "level" 
and does not get picked up by the SystemManager.
There's probably a way to detect when the "settings" window is opened, but 
haven't looked into that yet.
