Problem Solved!  Thanks to Paul and Jon Bradley from flexcoders for
the advice.  By increasing the width of my skins to 16 pixels (per
Paul's suggestions) and adding invisible "padding" to my skins (per
Jon's suggestions) the skinned scrollbar now works exactly as it
should.  Hopefully, this helps others who encounter the same issue.
