AIR has a built-in KHTML browser that can fully render HTML, CSS and execute JavaScript.
Flex has HTML-text formatting abilities in a few components, but is really limited in what it can render. This really is more of a security issue though, since flex apps are generally embedded in a web browser, and AIR is a standalone application. See mx:Text, mx:Label, and mx:TextArea htmlText attribute for more info.
