A couple of thoughts.
- make sure PowerSDR and Fldigi are using the same sample rate for VAC .. To be certain, start PowerSDR first, enable VAC, then start FLdigi .

- When I operate Digital modes I have set up a 1Khz wide transmit filter and various receive filters centered at 1500kHz . I click to tune in the station, then hit the QSY button in Fldigi to center the station at 1500kHz (you must have CAT going) .. The 1kHz transmit filter makes a very clean transmit signal .. A 60-100Hz wide receive filter helps in PSK31 reception.
