VAC 4.10 is a "no go" on Win XP with the new ring buffer code. The
stuttering audio problems is no longer present, but there are still
buffer over-runs being reported in the VAC control panel and most
importantly, a receiver can not de-code the digi mode signal if it is
transmitted from a system with VAC 4.10 installed (VERY BAD). I
replaced VAC 4.10 with VAC 4.09 and the decode was perfect without
changing any other parameters. There is no need to test on Win7 x64 at
this point, but I may try it as an academic exercise later.
I am able to set VAC's sampling rate to match that of the digi mode
program and I am not hearing or seeing any dropped audio buffers. I
have run this as low as 8000 Hz with no problems.
I have a lot more testing to do....

A truly serious bug in ringbuffers.cs was discovered by Eric and repaired by
me this morning and checked in to PSDR 2.0 code (ke5dto/pb-pal). I can now
run normal sample rates on the radio and
11025 on the VAC and have NO buffer underruns and overruns. Frankly, I do
not know how we got away with this for so long. I believe it explains ALL
of the anomalies we have been having. We kept looking at resampling code,
and optimizing, etc. and just took the resample code completely for granted.
Please test with all of your digital and other applications and see if you
do not see an immediate improvement in performance, decrease in glitches,
ability to run at different rates from before, etc.
