Neal, the boot partition is C:, but I was installing to a different
partition, so that could be it. I try and keep C: reserved to the
operating system only and keep programs and data on different
partitions. I did see something about .net3.5 forcing data into
C:\Documents and Settings\....\Application Data, but didn't make the
connection.
If that is the problem, it is really an annoyance.

Also there used to be a Windows Installer Cleanup Tool on the MS
site....it is now gone due to is corrupting some other
installations but you can find version 7.2 if you google for it.
