The other half of any SDR is the software (PowerSDR) The hardware is the other half. It is required as I know of no other software that makes a FLEX-1500 a complete radio.
If you have Fldigi working using VAC, then the issue is more than likely with MultiPSK and Windows 7 and how it interfaces with sound card devices.
