You can.  Just use Ray's K9DUR PowerSDR Data transfer utility and don't select 
the state table.
Search the KB for "K9DUR".

Since it is requested to start with a clean database on upgrades it would be 
nice to have the capability to save/restore the user memory saved 
frequency/mode data in the memory tab, in addition to save and recall.
