Ted: We reproduced the problem.
You have the AGC-T set too high. Turn down AGC-T until the voice is still normal level, but the CTCSS tone goes away. With proper setting of the AGC-T, the CTCSS tones should be 40+ dB down, with normal level voice. Or, set AGC to fixed, and set AGC-T to around 0. And yes, you could argue that other FM radios don't have AGC that you have to mess with, so we have already started looking at making all this automatic and disappear.
