FWIW, I just installed an Iota DLS-90 power converter to replace my
well-used MFJ 4245.  It will run without the battery if you want to do that.
I have a large truck battery across the output as a backup power source.

It is fixed voltage output, and is set for a float voltage of 13.6 volts, so
that violates one of your requirements.  It is designed to automatically
recharge the battery connected to it, since it is designed for RV use.  At
90 amps output, it can handle most anything you can throw at it.

It's a switching unit, and seems very RF quiet.  So far, I have found no
noticeable QRN from 600 through 10 meters.  The two fans are variable speed,
and they don't run very fast even with a 20 amp load  Most of the time they
either don't run at all, or turn over very slowly.  I can't hear them at all
in the shack, but then I have a window A/C unit 30 feet away on the other
side of he shack that's always humming away.
