32 or 64-bit operating system? If it is 64-bit, get up to 6-8 GB or
RAM. If you are using a 32-bit Windows, 3 GB is essentially the max you
can use.
I suspect that there are other programs running that is consuming the
CPU, like virus scanners, firewalls, etc...
