Mine moves too ... changed modes or bands or something the other day and 2m
power was back at full instead 10W where I left it.

Is it possible that you have an application like DDUtil running that is
changing the values?  If that is not the case, I believe changing bands and
changing the TX Profile are the only things that would affect the power
settings on HF.  The XVTR form has it's own set of Power adjustments that
interact if you are using that.  Let us know how you're coming along.
