The Delta 44 drivers are unsigned and if Vista demands it, the M-Audio has a decision to make. DO NOT disable your ability to run PowerSDR unless and until you are certain M-Audio has Vista approved drivers.
This signed driver thing is not about quality assurance and standards. It is about MS continuing attempts at control of all things in your life such as media, etc.
