That might be just the way it works, but I was hoping someone knew of a better way to save a database now that FlexProfiler is not supported.

Looks like you have to make your change, close PowerSDR which closes the 
database file too, restart PowerSDR and then do the export before changing any 
other settings.

This just might be the way it works.  You can add this to the bug tracker and 
the development team will determine if it is working as designed or is an 
actual bug.  This might be an enhancement request.

     If I have PSDR open and set up controls for a particular mode and then do 
an 'export database', change some more stuff and exit PowerSDR, then restart 
PSDR and import the previously exported database, PSDR
reverts to the setting that existed when I first started PSDR.   It acts
like the 'Export database" function makes a copy of the database.xml file that 
existed when the session was started and does not reflect any control changes made 
during the session before the export.  ( I am running WinXP Pro SP3, Beta 
2.0.0.3715) It further appears that the database.xml file is not updated until PSDR 
is closed.

    The quick test... open PSDR on band A ( 20 m). Change to band B ( 40 m). 
Export database. Change to band C ( 80 m).
Close PSDR.
Open PSDR returns of band C (80 m), OK.
Import database that was just exported. PSDR returns to band A ( 20 m ) even 
though band B ( 40 m ) was selected when doing the export.

So how do I export the current selections ?

I am not sure what you mean by  "current PSDR control selections".

If you change a database value, that value is immediately stored to the database unless 
there is a "save" function controlling them, such as the TX Profile settings.

Can you provide a "real world" example of what you are trying to accomplish?
