Now I'm going to add my confusion to the mix. My machine normally runs 24/7, but I switch off the power supply that feeds the FLEX-5000A when I'm not operating. Normally when I power up the FLEX-5000A again the machine emits its "device connected" sounds and all is well; yesterday, however, when I powered up the rig I got some garbled sounds followed by the message that Windows was unable to install my new hardware. To cut a long story short: although the directory in which the FlexRadio driver had resided was still present, it was now empty. Reinstalling the FlexRadio driver fixed everything.

My conclusion is that Windows, like just about every other device or system, and under the most strictly controlled conditions of temperature, pressure, voltage, humidity, (etc., etc.), does whatever it damn well pleases.
