In going through the audio chain, I found the problem.

In the Mixer Form , the input selected was Microphone. Since I am using a balanced mic input, I just checked that box and unchecked the other and viola! Measurable RF output (the power meter needle bounced off the peg on voice peaks).

I set the voice peaks to about -1 dB with the mic gain . Final mic gain is 48. After having set up the previous version of PSDR correctly, I obviously did not set up the new form properly when I upgraded to 2.0.2 from the previous STABLE version, 1.x. I was especially careful to correctly install all software, firmware and drivers. Why I assumed the previous database would be preserved when the reflector and the Flex web site clearly said otherwise, and when I forced a new database as well, I do not know.
