Finally got a chance to do more testing. The Namespace now creates in every case as expected.
One thing I noticed during testing is that if no Title or Description is assigned to the Namespace being created the _ContentBaseDefinition(xxxxx).awiki file is always created in the FlexWiki virtual directory and there is no _ContentBaseDefinition.wiki file created. However, it a Title is assigned at creation then both the awiki and wiki files are created inside the directory for the Namespace.
