SafeMode.aspx appears to be a means of viewing a topic with a fixed menu rather than menus in the border. It actually looks like it was the precursor to the current default.aspx, and has a look and feel much like wikiedit.aspx as far as the right hand pane appears.
In the current FlexWiki site, running 1.8, SafeMode.aspx has some minor css issues. The reason for brining this up is it appears that this page could be removed, unless the community indicates a need for the page. If so then I would fix it up as I go, but it would get done near the end of fixups.
