All of the enhancements up to, and including, the TableOfContents are in the main build.
The next ones will be in plugins, as the code is not appropriate for the main build. Plugins make sense when functionality should not be universally deployed. One plugin will be for GoogleAds, which will have limited applicability, and the second is for a Page Hit Counter, which definitely is not appropriate for any high volume site. I will always endeavour to be clear about where and how to take advantage of the enhancement. Plugins are actually very easy to integrate and do not normally require a new version of the plugin to support a new main build. So they are low maintenance. Once a plugin is integrated, it is a first class WikiTalk citizen.
