One of the reasons FlexWiki chose the CPL is because it places fewer
restrictions on derivative works, which a plugin may be considered to be.
Based on my understanding, though, your contribution is yours to do with as
you please, including to sell it under a closed license, or to provide it
via more than once license.
If you're looking for clarity, I would do one or both of two things:
1) License it under the CPL, since that's what FlexWiki uses: makes it
easy for someone who wants to deploy it with FlexWiki.
2) License it under a simple OSI-approved license. I like MIT-style
licenses personally, but a BSD-style one is pretty simple, too. This option
makes it pretty easy for someone to use your plugin elsewhere, although I
find the CPL to be a pretty easy-going license in that respect, too.
Choosing a license is unfortunately a pretty huge deal, and cuts to the
heart of how you want your creation to live out in the world.

I have a question regarding licensing that should go with a plugin. To date
I have not really bothered as the plugin implementation was trivial, but the
new List Management Plugin required considerable effort and could be easily
moved to another backing store (meaning it is only partly dependent on
FlexWiki).
Should a FlexWiki plugin use the same license as FlexWiki? could other
licenses be used?
