The Description for a Namespace is normally added at the time of creation,
using the Administrative pages. The value is stored in the topic
_ContentBaseDefinition in a property called Description:
When the value is not assigned the property is not created. In some cases
the topic _ContentBaseDefinition will need to be created to store the
Description property. More details are contained in the topic
ContentBaseDefinition at [1].
