Buys the second license to the appropriate version of Windows

... it's the Microsoft tax dance.

Every computer that runs, or remotely controls, a Microsoft Windows system
requires a license for that version of Windows.  Therefore, your MacOS 
or Linux system, if used to control a remote MSWin machine, requires a
license to be purchased for that chassis.  Doesn't need to be installed.
