All the edge lights I've seen so far are incredibly directional, because
they burn a lot of electricity and directionality saves on your power bills.
I'd estimate that HIRL is brighter than normal city lighting out to 10nm
when aligned with the runway.  In the transverse direction, I can barely
see the lights when 0.5 nm away (i.e. on downwind) at some airports.
