Unless the user setting overrides the config file, there's no point in
having a user setting because the config file value will always be
used.  To paraphrase Henry Ford, you'll be able to start with any
amount of fuel you want, as long as it's 32 gallons.

It was more recent than I thought -- January 2002.  It happened around
the time we added Dave Luff's piston engine model to JSBSim.
