There is a chart in the 747-400 flight manual for use by the crew if the
airspeed indications fail.

Altho there is no entry for the exact situation you mention, here are a
couple of examples:
Level flight, flaps up, FL350, .84 mach, 3 degrees nose up at 750 klbs, 2
degrees at 550 klbs.

  At 10,000 ft flaps up, 5 degres nose up at 209, 244 kts
(weights 450, 650 klbs).
