It's both.  If I leave the trim in neutral and lift the stabilator
(which I do during my walk-around), the anti-servo tab rises in the
same direction at a steeper angle -- when the trailing edge of the
stabilator rises, the trailing edge of the anti-servo tab rises
further, and when the trailing edge of the stabilator goes down, the
trailing edge of the anti-servo tag goes down further.  That's the
damping part, and it depends only on the elevator input from the yoke.

The elevator trim wheel changes the default position of the anti-servo
tab so that it can also act as a trim tab, but it still moves up and
down with the stabilator (just by different amounts).
