You are trying to get a default jet panel right?
If not, the F-16 panel is actually that high in front of you. If you stretch your arm horizontally you should get your hands at the top of the panel and the lower side of the HUD.

One thing to note (for the F-16 that is), the HUD should be almost twice as tall (in height) compared to what you have right now. But it's nice to see the HUD in the right place and (almost) the right size now.
The next thing we need is this 3D HUD patch applied which is from Andy, and modified by Norman. With this patch the HUD rotates nicely along side the panel when turning the view:
