When I originally picked ~5 seconds, it was based on the aircraft I fly. The times vary, depending on manufacturer, and I picked something near the higher end of the range. The choice of the higher end was mostly for the benefit of people who use FGFS for instrument practice, who need to keep their scan going and only use reliable information. VSI is a trend instrument (i.e. rate of change of vertical speed) and performance instrument (i.e. long term average vertical speed) but cannot be used for anything else (i.e. to guess your attitude). As David said earlier, you're welcome to modify the setting or even break it out as a property that you can tweak. I find that the time _feels_ longer on the simulator because there are fewer real world distractions and so my instrument scan 'goes' faster and I see the decaying value for more observations as the scan passes over it.
