The attached patch adds an "interval-sec" property which allows fixing an
interval in seconds (or fraction of seconds) for the repeats for emulated axis controls (digital hats) on joysticks.
(Joystick Docs are updated and I will add to base package as soon as this is committed).
I'm compiling it now for a final test and will commit it shortly, so go ahead with the base package.
