No -- the only backup is the electric TC. The C-172-R and newer come with dual vacuum pumps (I don't know about the newer PA-28's), but dual vacuum pumps weren't standard in older Cherokees or Skyhawks. I'm looking at installing some kind of backup system (maybe a SafeFlight) when I put in the new pump. I understand that the pumps are better made these days as well. The FAA has also recently changed the rules to allow owners to remove the TC and replace it with a second, electric-powered AI. A lot of owners are interested in doing that instead of dual vacuum pumps (though they then need to bolt on an inclinometer somewhere to replace the ball in the TC).
