This is a side effect of the broken anoncvs access of sf.net.
As far as I know, the checkin was in two steps, the second step were the new 
files. In between sf.net made a snapshot of the developer cvs tree which then 
became the anoncvs version. Up to now sf.net is more or less broken and no 
new snapshots appeared ...

You can get a valid version including the vertexSplitter from
http://plib.sourceforge.net/dist/current.tgz
