Well if you run exim, just drop this in your global filters file - it
removes the problem, not the poor unfortunate users (sorry for the odd
line wraps):
if (($message_body contains "The message cannot be represented in 7-bit
ASCII encoding and has been sent as a binary attachment.")
or ($message_body contains "The message contains Unicode characters
and has been sent as a binary attachment.")
or ($message_body contains "Mail transaction failed. Partial message
