IMHO we want the WIN32_CURSOR_TWEAKS for all platforms
I didn't know how to do this for X at the time I wrote this
Note there use to be a time delay that would turn the cursor off
after 'x' seconds of no mouse activity and code that turned it
back on detecting any movement under WIN32 also that would
be a nice feature to reintroduce
