You want the ImageMagick package.  It comes with an amusingly named
"convert" program:

  convert MyPhoto.pcd MyPhoto.png

More elaborate transformations, including rotation, resize and
cropping, can be done by the even more amusingly named "mogrify".

This is best handled by the "nc" program ("net cat"), which I'm sure
must be available in cygwin.  Doing "nc -l -p 12345" will listen on
TCP port 12345 and print everything it hears to the console.  There
are zillions of options to this program, it's a handy tool.
